Preliminary research shows that more focus on the health effects of climate change could inspire action even among those who doubt climate change is happening. Researchers found that targeting climate change as a public health problem might engage those who remain doubtful about the reality of global warming, in turn leading to a healthier and better future.
Preliminary findings from George Mason University’s Center for Climate Change Communication (4C) show that people who read a short essay on climate change, framed with public health issues brought about by global warming, reacted positively. Even those who were uncertain that climate change is happening found the information useful.
4C director Edward Maibach interviewed approximately one dozen people from six targeted segments of Americans, termed Global Warming’s Six Americas. Among those doubtful of climate change, forty percent reacted positively in response to the essay.
“Re-defining climate change in public health terms should help people make connection to already familiar problems such as asthma, allergies and infectious diseases, while shifting the visualization of the issue away from remote Arctic regions and distant peoples and animals,” says Maibach. “The public health perspective offers a vision of a better, healthier future—not just a vision of an environmental disaster averted.”
On the whole, everyone was responsive to the health issues associated with climate change. Maibach says, “Many leading experts have suggested that a positive vision for the future, rather than a dire one, is precisely what has been missing from the public dialogue on climate change thus far. We believe this survey is one step in shaping a way to talk about climate change that will reach all segments of the public—not just those who already are making behavioral changes.”
According to background information from the study, "Climate change is taking a toll on human health, and some leaders in the public health community have urged their colleagues to give voice to its health implications."
The goal of the survey was to find ways to engage the American public to make changes toward cleaner energy, improving the design of cities and towns to allow for more physical activity such as walking and biking and fewer cars and decreasing beef intake and consuming more fruits and vegetables that can have a significant impact on preventing heart disease and cancer in addition to curbing climate change.
Most people remain unaware of the personal health issues associated with climate change, instead viewing it as an "environmental' rather than a health issue. The result has lead to public ambivalence about policy changes that seem personally irrelevant to most.
The CDC, World Health Organization and professionals are aware of the health effects of climate change, but the authors write, "...it is not clear the extent to which public health professionals, journalists, or most importantly, the public and policy makers have taken notice."
The authors write, “If our government and other governments around the world do not soon take steps to limit global warming, a growing number of people in the United States will likely be harmed and killed. Conversely, if our government does take steps to limit global warming, our health and wellbeing will likely improve in a number of important ways."
Cleaner energy will reduce respiratory problems. Reducing mass transit will lead to improved physical fitness and less obesity and consuming more fruits and vegetables and less beef would curb cancer and heart disease. Weather patterns that are becoming more severe could become less so, saving lives from direct harm. The study also points out the re-emergence of diseases such as Dengue fever and malaria that had been previously eradicated from the United States but are now threatening public health from global warming.
The researchers concluded, "Peoples' health is dependent on the health of the environment in which we live. Global warming offers America an opportunity to make choices that are healthier for us, and for our climate."
The study shows that even those who doubt the reality of climate change reacted positively when the health effects of global warming were highlighted in an essay. They suggest that highlighting the health effects of climate change could inspire action from the public that could lead to a healthier and better future.

New Mexico Governor Announces Universal Health Insurance Coverage Plan
Presidential candidate New Mexico Gov. Bill Richardson (D) on Thursday announced a health care proposal that aims to increase the number of insured state residents, the Santa Fe New Mexican reports (Terrell [1], Santa Fe New Mexican,10/26). Under the proposal, the state would phase in a requirement thatpeople obtain private health coverage, enroll in a state-subsidizedprogram or provide documentation showing they have sufficient financialresources to afford health care expenses out of pocket. Some residents, primarily those who are able to afford coverage, would be required tostart showing proof of coverage beginning in 2010, such as when theyrenew a driver's license.
In addition, the proposal wouldrequire employers with six or more workers to pay into a state-runfund, with the payments offset by the amount that an employercontributes to coverage for its employees.
The proposal wouldcreate the New Mexico Health Care Coverage Authority, which wouldadminister most of the health care mandates and oversee decisions onbenefits and eligibility. Richardson's proposal also would increase theuse of electronic claims and health records to improve quality of care, control costs and reduce errors (Terrell [2], Santa Fe New Mexican, 10/26).
Inmaterials released during the announcement of the proposal, theRichardson administration said, "Cost is not the only criteria fordetermining the best approach to achieve universal coverage for NewMexicans. The governor has consistently stated that he will not supportany type of system that does not have a role for the private insurancemarket. He believes that it would be too disruptive to eliminate theirrole" (Terrell [1], Santa Fe New Mexican, 10/26).

Unintended Consequence of Health Reform: Elimination of Child-Only Policies
Some of the biggest health insurance companies have decided to eliminate child-only policies as an option due to the potentially huge and unexpected costs for insuring children. Anthem Blue Cross, Aetna Inc, Cigna, Coventry One, and Humana will halt policies in California, Illinois, Florida and Connecticut as early as Thursday, September 23.
The insurers state that they believe the change to have a small effect on families, as they now only sell relatively few child-only policies. It is estimated that somewhere between 100,000 and 700,000 children are currently on child-only health insurance policies.

However, this could change as the new ruling that prohibits policy restriction against those with pre-existing conditions, as parents may be more apt to buy policies only after their kids become sick causing a “huge financial burden.”
"Unfortunately, this has created an un-level competitive environment," said Anthem Blue Cross, California's largest for-profit insurer.
Experts say that as many as 500,000 children in the United States are currently without insurance, 80,000 in California alone. The elimination of child-only policies would force more families to enroll in public insurance plans such as Medicaid and the Children’s Health Insurance Program that are already financially strapped.

"It's obviously very unfortunate that insurance companies continue to make decisions on the backs of children and families that need their help," White House Press Secretary Robert Gibbs said at a news briefing.
Ethan Rome, executive director of Health Care for America Now, said “We're just days away from a new era when insurance companies must stop denying coverage to kids just because they are sick, and now some of the biggest changed their minds. [It] is immoral, and to blame their appalling behavior on the new law is patently dishonest."
Large Health Insurance Companies Fear a "Huge Financial Burden"
The major health insurance companies are making the move as new federal healthcare laws take place that bars them from rejecting children under age 19 with preexisting medical conditions. The action will apply only to new coverage and not to existing child-only plans, family plans or insurance provided to children through their parents’ employers. The insurers state that they believe the change to have a small effect on families, as they now only sell relatively few child-only policies. Iams ProActive Health Canned Cat and Kitten Food Recalled
Proctor & Gamble is voluntarily recalling specific lots of Iams ProActive canned cat and kitten food because the product contains too little thiamine, an essential part of a cat’s diet.
The cat food, distributed throughout North America, includes all varieties of Iams ProActive Health Cat and Kitten Food in 3 ounce and 5.5 ounce cans that have a date between 09/2011 and 06/2012 on the bottom of the can. The recall is voluntary after diagnostic testing found the levels of thiamine to be insufficient.
Thiamine, also called vitamin B1, is a water soluble vitamin that plays an important role in numerous body functions including the metabolizing of carbohydrate into energy and the maintenance of a healthy heart and nervous system. The vitamin is not stored in the body, and is quickly depleted if the cat is fed an inadequate diet or goes without food for any period of time.
When fed an adequate diet, thiamine deficiency is rare in cats, and most typically seen when the animal has been fed large amounts of raw fish. Raw fish contains an enzyme called thiaminase which destroys thiamine. High heat destroys this enzyme.
Another factor that can cause thiamine deficiency is the use of the preservative Sulphur Dioxide, which also inactivates thiamine.
Early symptoms of thiamine deficiency may include loss of appetite, salivation, vomiting and weight loss. Thiamine deficiency, when caught early, is reversible, but if left untreated it can lead to downward curving of the neck (ventrofexion), wobbly gait, falling, and seizures.
Cats fed a product insufficient in thiamine are at greater risk of developing symptoms. If your cat shows any signs of thiamin deficiency, contact your veterinarian immediately.

29,000 Ontario students report problem gambling -- drug use and suicide a concern
A new study from the Centre for Addiction and Mental Health (CAMH) has found that 29,000 Ontario students from grades 7-12 report behaviours indicating that they are gambling problematically. The study also found that more than two-thirds of these students reported problems with substance use and/or alcohol use, and 25% reported a suicide attempt in the past year. The Ontario Youth Gambling Report looked at self-report data from over 9,000 students across Ontario to monitor trends and areas for concern regarding gambling. The most commonly reported activities among students were betting on card games and purchase of lottery tickets, while the least common were internet gambling and gambling in casinos.
"Nearly half of Ontario students report participating in at least one form of gambling, and almost 3% scored 2 or more on a validated screening instrument, indicating that they have a gambling problem. This represents about 29,000 students in Ontario," said, Dr. Robert Mann, Senior Scientist in CAMH's Social and Epidemiological Research Department and Principal Investigator on the study. "We also found that students who reported problem gambling indicators also reported high rates of elevated psychological distress and other potentially dangerous behaviours."
Also of great concern were the mental health indicators in these students. In addition to high rates of depressive symptoms and low self-esteem, the problem gambling students were about 18 times more likely to report a suicide attempt in the past year than other students.
Delinquent behaviours were also common in these students including theft and selling drugs. The problem gambling group was 11 times more likely to report involvement in gang fights and carrying a handgun, and were 20 times more likely to report selling drugs other than cannabis.
"We know that adolescents who have problems with gambling, gaming and internet use usually have underlying and sometimes undiagnosed mental heath problems," said Dr. Bruce Ballon, Head of CAMH's Adolescent Clinical and Educational Services (A.C.E.S.) for Problem Gambling, Gaming and Internet Use. "Students, parents and teachers need more education about what to look for in youth and how to help. What this research tells us is that there are real harms associated with gambling which our public health and healthcare policies, education system and corporate citizens can't ignore."
CAMH's Problem Gambling Institute of Ontario (PGIO) has developed a ten lesson curriculum for teachers called Youth Making Choices: Gambling Prevention Program, which is aimed at helping students enhance coping skills, develop knowledge of probability and improve students' ability to recognize and avoid problematic behaviours associated with gambling.
"Our goal in developing this program was prevention," said Robert Murray, Manager at the PGIO. "Considering that 43% of Ontario students are already taking part in at least one gambling activity, it's important that parents and teachers are aware of what to look for so that youth who may be having problems can get help. Students also need to be armed with the knowledge to demystify gambling so that they know what the realities and dangers are."
